The Morning Star Rising program is housed at Fulmore Middle School and William B. Travis High School, located in the central-city area of Austin, Texas.

Founded in 1896, Fulmore Middle School has a long history in a diverse and vibrant community.  Here, students who are recent immigrants as well as students whose families have lived in the community for generations create a school climate which combines progressive eclecticism with an appreciation for cultural and community roots.  The energy and promise of the Morning Star Rising girls is truly inspiring. They are active in a wide range of areas, from journalism to theater to sports. Morning Star Rising provides a place for high potential girls to work to realize their goals and dreams.

Since 2000, Morning Star Rising has served over 250 girls at Fulmore Middle School.  Many of these girls have maintained their involvement with the program through high school including participation in summer book or film clubs and as mentors of younger girls.  In addition, the program director makes regular visits to Travis High School, where most of the alumnae are students, for continued advocacy and support.

In the summer of 2006, after finishing her freshman year in college, Rachel Sears worked as an intern with the program.  Rachel was a member of the first Morning Star Rising class.  Shannisia Brown, alumnae of the second MSR class, will work part-time as a program assistant in 2006-07.  Several alumnae have participated as mentors within the program.
